The DDA funds projects, both public and private, that add to the vitality, excitement, activity, vibrancy, diversity and attractiveness of our community.
We partner with private property owners through our Tax Increment Investment program and through our Façade Grant Program.
Tax Increment Investment
The DDA partners in investments for private development projects within the DDA district. Funding is at the discretion of the DDA Board and is typically used to create façade features that would be infeasible without DDA funding and for improvements in the public right-of-way. Applicants must fill out an application and meet with DDA staff to review the project and discuss the complete proposal requirements. Since 2007, the Downtown Development Authority Board of Directors has authorized $1,050,000 for grants to encourage property owners within the DDA district to renovate the facades of their buildings. The program provides grants equal to 25 percent of the total cost of the façade renovation up to a maximum of $50,000 per façade. The funding may only be used on eligible facades that front a public right-a-way such as a street or alley way, typically to create façade features that would be infeasible without DDA funding and for which the DDA is able to secure an interest therein. This grant program began in 2007 and will end when all funds have been committed.
Public Project Investments
The DDA has invested in many public projects, both those managed by the DDA and those in partnership with other public entities. The enhanced alleys are part of a master plan to improve connections in the downtown. The renovation of Old Town Square in 2015 refreshed that beloved public gathering space. The DDA has also partnered on many public improvements in the downtown: MAX transit corridor, Museum of Discovery, Linden Street infrastructure improvements, Oak Street Plaza renovations and downtown parking structures are just a few examples.
